Description
The Hawaii National Guard intends to award a single firm-fixed-price contract for construction of a new 3,200-square-foot F-22 egress maintenance facility adjacent to the Hawaii Air National Guard Squadron Operations Facility, Building 3428, at Joint Base Pearl Harbor-Hickam. The work includes micropile foundations; cast-in-place concrete; structural steel and cold-formed metal framing; insulated metal wall panels; standing-seam metal roofing; gutters, downspouts, and weather barriers; mechanical HVAC systems, including a 20-ton air-conditioning system; plumbing; lightning and grounding protection; communications infrastructure; fire alarm and mass notification systems; and wet-pipe sprinklers. The project includes two bid options: a GOX canopy shelter and an AGE ready pad with concrete and associated asphalt access pavement. The contractor must provide temporary security fencing, coordinate escorts for work outside the secured zone and utility connections, and perform inspection and punch-list work. The construction magnitude is $9 million to $14 million, the performance period is 540 calendar days after notice to proceed, and the procurement is a 100% small-business set-aside. Evaluation factors are technical capability, past performance, and price; the Government intends to award without discussions. Proposals must be submitted through the PIEE Solicitation Module by a vendor with the Proposal Manager role.
