Description
The Hawaii National Guard intends to award a single firm-fixed-price contract to construct a new 3,200-square-foot egress maintenance facility adjacent to the Hawaii Air National Guard Squadron Operations Facility, Building 3428, at Joint Base Pearl Harbor-Hickam. The project includes micropile foundations; cast-in-place concrete; structural steel and cold-formed metal framing; insulated metal wall panels; standing-seam metal roofing; gutters, downspouts, and weather barriers; mechanical HVAC systems including a 20-ton air-conditioning system; plumbing; lightning and grounding protection; communications infrastructure; fire alarm and mass notification systems; and wet-pipe sprinklers. Two bid options are included: a GOX canopy shelter and an AGE ready pad with concrete and associated asphalt access pavement. The contractor must also provide temporary security fencing, coordinate required escorts for work outside the secured zone and utility connections, and perform inspection and punch-list work. The project is a 100% small-business set-aside, with an estimated construction magnitude of $10 million to $25 million and a 540-calendar-day performance period after notice to proceed. Evaluation factors are technical capability, past performance, and price, and the Government intends to award without discussions. Proposals must be submitted through the PIEE Solicitation Module by a vendor with the Proposal Manager role.
