Description
Bexar County is soliciting proposals from qualified organizations to establish, operate, and maintain a countywide Crisis Nursery Program for children from birth through age 10. The required base configuration provides continuous 24-hour access, seven days per week, for voluntary, short-term, trauma-informed care during acute caregiving crises, with stays not exceeding 72 consecutive hours or a shorter applicable licensing limit. The contractor must provide personnel, supervision, facilities, licensing, equipment, supplies, systems, policies, transportation if proposed, and all other resources necessary for operation. The scope also includes intake, consent and release procedures; child safety and developmentally appropriate care; family stabilization, crisis de-escalation, case management, referrals, and follow-up; coordination with law enforcement, hospitals, EMS, DFPS, and community partners; facility and licensing readiness; staffing, screening, training, data protection, reporting, quality assurance, and implementation deliverables. The anticipated initial term is one year with up to four one-year renewal options. County funding of up to $1,638,094 may be available for the initial term, with an aggregate planning ceiling of $8,190,470 for all five possible years; these amounts are not guaranteed. Proposals must include technical and cost responses, required questionnaires and checklists, subcontractor and supplier information, certifications, financial and licensing documentation, insurance evidence, references, and other required attachments.
