Description
Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility intends to award a sole-source, firm-fixed-price purchase order to Chant Engineering Co. Inc. for on-site corrective maintenance of one Chant Model 30511 Hydraulic Component Test Stand, Serial Number 30511-01. The work includes opening and inspecting the equipment, diagnosing and troubleshooting problems, determining required parts and services, performing authorized adjustments, modifications, repairs, and functional testing in accordance with current OEM guidelines, and restoring the equipment to OEM specifications. Necessary parts and labor must be approved by the Government; replacement materials must be new and OEM or manufacturer-recommended equivalents. The contractor must provide an authorized OEM-trained U.S.-citizen technician who is not a subcontract technician. Work must be performed within the shipyard's Controlled Industrial Area, with applicable base-access, background-check, DBIDS, security, safety, and environmental requirements. The contractor must include travel costs and provide a written inspection report within one week after service completion. The repair is expected to take four to six weeks after commencement. The notice states that competition is lacking because of proprietary software and technical data, but responsible sources may submit capability information for consideration.
