Description

The State of Texas, through the Health and Human Services Commission on behalf of the Department of Family and Protective Services, is soliciting applications for one or more Single Source Continuum Contractors to provide community-based care services in Catchment Areas 7A and 7B. The scope includes foster and kinship care, placement and provider-network development, purchased client services, case management, reunification support, community engagement, quality assurance, data and financial management, and transition to the Texas Child-Centered Care model. Applications must include a narrative proposal, management and community-engagement plans, organizational history and experience, financial-process and reporting information, litigation and contract history, conflict disclosures, certifications, cost proposals, financial statements, and required forms and exhibits. The initial contract period is 60 months, with an option for one additional 60-month term. The anticipated contract start date is March 2027; funding and maximum award amounts are provided in the funding-matrix exhibits rather than stated as a single amount in the RFA.
