Description
The United States Army, through the Hawaii National Guard, intends to award a single firm-fixed-price contract set aside 100% for small businesses for construction of a 2,400-square-foot Munitions Maintenance and Inspection Facility and a 1,320-square-foot Conventional Munitions Cube Storage Addition. Work includes micropile foundations, cast-in-place concrete, structural steel and cold-formed framing, insulated metal wall panels, standing-seam metal roofing, asphalt paving, HVAC and plumbing, lightning and grounding protection, communications infrastructure, fire alarm and mass notification systems, wet-pipe sprinklers, and high-hazard storage construction with 12-inch concrete walls. The project also includes an option for a 1,167-square-yard concrete Material Assembly Center pad and associated asphalt access pavement. The contractor must provide temporary security fencing and escorts for specified work outside the secured zone and utility connections. The estimated construction magnitude is $10 million to $25 million overall; the stated durations are 459 calendar days for the maintenance and inspection facility and 285 calendar days for the storage addition, both beginning after notice to proceed. RAB Lighting exterior wall packs and area lights are identified as sole-source brand-name items for compatibility. Evaluation factors are technical capability, past performance, and price, with the Government intending to award without discussions. The solicitation is expected to be issued as an RFP.
