Description
The U.S. Navy is soliciting a contractor to provide all labor, equipment, tools, and materials required to remove, test, and properly dispose of accumulated silt, marine growth, debris, and sediment from suction chambers at Dry Docks 2 and 3. The Government may designate either dock for cleaning based on availability; estimated quantities are 225 cubic feet for Dry Dock 2 and 850 cubic feet for Dry Dock 3, including the interconnecting tunnel to Dry Dock 2. Work includes dewatering or water abatement as needed, collection, labeling, storage, laboratory testing, transportation, disposal, cleanup, and demobilization in accordance with applicable environmental regulations and facility requirements. The contractor must submit a technical capability statement, removal plan, Environmental Protection Plan, safety plan, lift plan and crane entry plan, itemized pricing, and recent relevant past-performance references. Work must be coordinated around active dry-dock operations and may require cranes or crane-like equipment, qualified operators and riggers, confined-space and facility-access compliance, spill containment, environmental controls, and supporting permits, licenses, reports, and disposal documentation. The contract is firm-fixed-price with separate pricing for Dry Dock 2 and Dry Dock 3, and the stated performance period is September 21, 2026, through September 20, 2027.
