Description
The Commonwealth of Pennsylvania Department of Human Services, through the Office of Child Development and Early Learning and the Bureau of Early Intervention Services and Family Supports, is seeking qualified applicants to implement community-based Family Support Programs using at least one approved Evidence-Based Home Visiting model. Services are intended to support pregnant mothers and caregivers of young children, strengthen positive parenting, improve child and family outcomes, prevent child abuse and neglect, promote school readiness and economic well-being, and connect families with community resources. Applicants must identify the counties and service locations they will serve, obtain model-developer implementation approval, maintain model fidelity, incorporate the Strengthening Families Protective Factors Framework, and collect required demographic and performance data. Optional enhancements may be proposed alongside an EBHV model, but enhancement funding may not exceed 25% of the total requested amount. The application requires a technical submittal addressing the applicant's understanding, work plan, qualifications, staffing, financial capability, emergency preparedness, reporting, quality control, and performance standards; a cost submittal for the proposed program; and, when applicable, a Contractor Partnership Program submittal for applications totaling at least $5 million. The agreement is a cost-reimbursement grant with an initial two-year term and up to three additional one-year extensions. Services must be performed by the grantee for at least 50% of the total agreement cost, and subcontracting or outsourcing requires Commonwealth approval.
