Description
The City of Covington is soliciting proposals for a complete replacement of the obsolete Carrier building automation controls at the Kentucky Career Center. The selected contractor must provide a turnkey solution for eight existing rooftop units and associated variable-volume zones, including field verification, engineering, permitting, removal and disposal of obsolete controls, new controllers and sensors, control panels, wiring, communications, software and licensing, graphics, programming, startup, functional testing, commissioning, training, closeout documentation, and warranty support. The system must provide direct digital control, a web-based operator interface, graphical floor plans and equipment displays, scheduling, alarms, trending, secure remote access through a City-approved network, and open-protocol communications such as BACnet MS/TP or BACnet/IP. The proposal must include a compliance matrix, equipment schedule, technical response, pricing, professional qualifications, at least three similar-project references, required affidavits, and proof of insurance. The contract requires full-service performance; subcontracting is prohibited absent the City's express written approval.
