Description
Hamilton County Job and Family Services seeks a provider to establish and administer Ohio STABLE accounts, when appropriate, or other financial arrangements for Social Security and other benefit payments received for children in its foster care custody. The provider will receive and process payments; safeguard and conserve funds; manage authorized disbursements; maintain separate, auditable records by child and benefit type; reconcile accounts; and provide reports, compliance support, transitions, and technical assistance. The agency anticipates approximately 100 youths receiving benefits at a time. Proposals must address the provider’s relevant experience, program approach, internal controls, accounting and reporting systems, safeguards for confidential information, staffing and continuity, implementation and transition plan, and responses to specified scenarios. The submission must include a completed cover sheet and cost sheet, at least three current letters of reference for similar services (or an explanation if unavailable), key personnel resumes, and the requested organizational, business, and insurance documentation. The initial one-year term is identified as February 1, 2027, through January 31, 2028, with four optional one-year renewal terms.
