Description
The U.S. Coast Guard requires a contractor to remove and dispose of the existing Advanced Thermal Hydronics KN-6 hydronic boiler in the McAdams Building at Base North Bend and provide and install one new high-efficiency hydronic boiler, either in kind or similar. The work includes associated components, modifications to existing piping and flue venting, use of existing electrical circuitry where possible, control programming and integration, commissioning, manufacturer-guided startup and testing, and removal of waste in accordance with applicable regulations. The contractor must provide all labor, materials, equipment, transportation, supervision, and other resources. The scope also requires one digital copy of the manufacturer's operation and maintenance manual and onsite system-operation training for facility technicians. Quotes must include a detailed firm-fixed-price breakdown for direct labor, materials, equipment and tool rentals, disposal and hauling fees, and mobilization, plus a separate technical proposal without pricing. The technical proposal is limited to two pages and must explain the proposed methods, resources, and management techniques rather than merely restating the scope. The acquisition is a 100% small-business set-aside and will use a lowest-priced technically acceptable evaluation.
