Description
The U.S. Army Corps of Engineers is soliciting a firm-fixed-price quote for three commercially available online dissolved gas analysis (DGA) monitoring systems, one for each generator step-up transformer at Lookout Point Powerplant. Each system must measure and record total dissolved combustible gas, total hydrocarbons, oil temperature, moisture-in-oil, ambient temperature, and nine specified gases; perform self-verification and self-calibration; continuously circulate transformer oil; extract gas using a passive membrane system or an accepted equivalent; and support specified alarm, communications, and remote-analysis functions. The contractor must provide all installation materials, including stainless-steel tubing and fittings, wiring, conduit, sensors, mounting hardware, seismic anchors, tools, equipment, and consumables. The revised Statement of Work permits calculated nitrogen for the existing nitrogen-pressure oil-preservation system and accepts specified equivalent gas-extraction methods. The contractor must install and interconnect the systems, provide a manufacturer-qualified field engineer or technician for installation and product verification, perform functional testing and acceptance activities, provide eight hours of manufacturer-approved hands-on training before the first system is commissioned, and furnish operation and maintenance manuals in one hardcopy and one PDF. The quote package must include completed SF 1449 pricing, current small-business representations and certifications, acknowledgment of Amendment 1, commercial product data demonstrating compliance, and technical information required by the Statement of Work. The amendment extends the response deadline to September 21, 2026, at 10:00 a.m. PDT; delivery is FOB destination and installation must be completed by March 1, 2027.
