Description
The USDA Forest Service seeks one small-business contractor for a firm-fixed-price requirements contract to operate and maintain multiple public water systems and permitted wastewater treatment facilities. The scope includes certified system operation and supervision, routine and preventive maintenance, testing and monitoring, regulatory reporting, emergency response, technical support, equipment troubleshooting and replacement, water and wastewater line repairs, excavation, valve installation, chlorination, pump and motor work, generator maintenance, and related equipment services. The contractor must provide qualified Oregon-certified operators, maintain required inventories and records, prepare regulatory and operational reports, update operation and maintenance manuals and as-built drawings, support state surveys, and respond to specified emergencies within 1.5 hours at designated sites. The contract is anticipated to include one base year and four one-year option periods, with task orders for additional work; estimated quantities are not guaranteed. The solicitation requests separate technical and price submissions, including the completed schedule of items, technical capability, relevant past performance, qualified personnel and certifications, regulatory-compliance approach, repair experience, technical support, and emergency-response approach.
