Description
North Country Rural Development Coalition is soliciting proposals for two separate manufactured-home replacement projects at Cascade Acres. The work includes demolition and legal disposal of the existing homes; furnishing and installing new HUD-code, ENERGY STAR-certified manufactured homes; engineered frost-protected foundations and anchoring; site evaluation, grading, drainage, skirting, decks, steps, landings, or ramps; utility connections; permitting, inspections, testing, and final approvals; and restoration and closeout. One home must have at least two bedrooms and the other at least three bedrooms. Site A includes a new private septic system and water service, while Site B includes new water service and reconnection to existing sewer infrastructure. Proposals must include company and licensing information, proof of insurance and workers' compensation, itemized pricing for each site, a detailed winter-construction schedule, proposed-home specifications and floor plans, proposed subcontractors, and any exclusions or alternate pricing. Separate proposals from manufactured-home retailers, site contractors, or teams are permitted, but one entity must act as the general contractor for full project delivery. The procurement includes participation goals of 10% SDVOB, 5% MBE, 5% WBE, and 5% DBE.
