Description
The City of Panama City is soliciting proposals from qualified builders and buyers for an initial package of City-owned residential lots in low-to-moderate-income neighborhoods. Participants may purchase lots at approved market value, purchase them at a City-discounted price to support affordable homeownership, or receive a City lot contribution as part of an overall development transaction. Builders must hold an active residential building license, demonstrate financing or financial capacity before closing, begin construction within 12 months of closing, obtain required permits, comply with City codes, and may not assign the lots. Builder submissions must include qualification information, preliminary home plans, a proposed construction schedule, and proof of financing or financial capacity. For discounted purchases or City contributions, buyers must occupy the completed home as their primary residence, satisfy applicable affordable-housing requirements, qualify through a participating lender, and execute required occupancy affidavits.
