Description
The Philadelphia Housing Authority is seeking a development partner to develop an unused parking lot at 226 West Chelten Avenue into a multifamily building. The selected developer will lead the full development initiative, including design, financing, construction, ownership and management during the compliance period, supportive services, coordination with PHA and community stakeholders, and required approvals, financing, permitting, relocation, and construction activities. PHA will enter into a 99-year ground lease with the selected developer, while the improvements will be owned by the development partnership or limited liability company. The proposed development should assume 60% of units at less than 80% of area median income and 40% market-rate units; no commercial space is permitted. Responses must include an executive summary, development-team experience and past-performance information, architectural submissions in 11-by-17-inch format, development plans, a written financing narrative, the attached development and operating budget forms, a development schedule and milestones, a property-management and supportive-services plan, and MBE/WBE and Section 3 participation plans. The architectural materials should include an illustrative dimensional site plan, one typical-unit interior rendering, and preliminary unit layouts where different from the current layouts. The selected developer must comply with Section 3 requirements, Davis-Bacon wage requirements, applicable laws and codes, and insurance and bonding requirements. The solicitation states that all submissions other than Exhibit A must be PDF files, while Exhibit A must be submitted as an Excel file.
