Description
The Town of Provincetown is seeking a qualified developer to design, permit, finance, construct, and develop at least 24 mixed-income ownership housing units on two adjacent town-owned parcels at 26 Shank Painter Road and 15 Browne Street, totaling approximately 0.4 acres. The developer will be responsible for due diligence, approvals, construction, financing, marketing, and coordination with the Town's affordable-homeownership lottery and sales process. Proposals should address unit mix, site and building design, parking, landscaping, accessibility, energy efficiency, construction impacts, and project feasibility. The Town seeks affordability levels from 80% to 200% of area median income, with a strong preference for most units serving households at 80% to 150% AMI. Units must be designated year-round ownership housing with applicable deed restrictions, and the proposal should provide local preference to the extent permitted by law. The Town may provide up to $4 million in financial assistance, subject to the stated conditions and approval of a grant agreement. Required proposal content includes development-team qualifications, a narrative with at least three project references, a development concept, conceptual design drawings, a marketing plan, financing information, and lender letters of interest, along with the required tax-compliance, non-collusion, disclosure, and authority forms.
