Description
The Los Angeles Housing Department intends to release a Notice of Funding Availability for the United to House Los Angeles Alternative Models: New Construction Program. The program will provide capital financing for the creation and operation of permanently affordable multifamily rental housing, including new construction, accessory dwelling units, and adaptive reuse projects. Eligible projects must generally contain at least 40 units, comply with affordability and tenant-governance requirements, and may not use 4% or 9% low-income housing tax credits. Eligible applicants include public entities, local housing authorities, community land trusts, limited-equity housing cooperatives, eligible nonprofit entities, and qualifying partnerships. The anticipated capital funding is up to $104,084,806, subject to confirmation in the final funding notice. Financing may cover acquisition, predevelopment, construction, permanent financing, relocation, professional services, and related development costs, with loans generally limited to up to 80% of total development cost. Applicants must provide extensive underwriting, site-control, environmental, architectural, financial, accessibility, labor-compliance, tenant-governance, racial-equity, and community-benefit documentation. Projects with 40 or more units must comply with the applicable project labor agreement and prevailing-wage requirements.
