Description
Ojai Unified School District is soliciting proposals from nonprofit, for-profit, and hybrid development teams for the planning, financing, development, ownership or leasehold structuring, construction, and potential long-term operation of employee workforce housing. The project is expected to target approximately 90 rental units, with flexibility for phased or smaller development, and should prioritize District employees, long-term affordability, public purpose, and compatibility with the surrounding community. Proposals must present a developer-financed structure that does not rely on voter-approved District bond or parcel-tax proceeds. Required content includes the proposed development path, team qualifications and relevant experience, unit mix and design approach, affordability and employee-priority plan, site and parking concepts, complete sources and uses, operating pro forma, rent schedule, legal and entitlement strategy, CEQA and labor assumptions, risk matrix, implementation schedule, community engagement approach, financial-capacity evidence, disclosures, and required forms. The proposal narrative is limited to 10 pages, excluding specified forms, financial materials, drawings, audited financials, and appendices. A complete proposal must be submitted electronically as a PDF, with any required financial model submitted separately in Microsoft Excel format with formulas intact.
