Description
Hall County is soliciting a contractor for a turnkey roof replacement project at the Hall County Jail Towers. The scope includes preparing the existing roof surface as needed; installing, adhering, heat-welding, and terminating new 60-mil fleece-back TPO; replacing roof-edge and drip-edge metal as necessary; removing, reattaching, and recertifying lightning protection; installing boot flashings at pipes and penetrations; resealing pitch pans; and providing lifts, equipment, and on-site management. The contractor must provide five-year workmanship and 20-year manufacturer warranties, and a manufacturer's representative will inspect the completed TPO installation. Addendum 2 also permits thermal scanning if necessary for warranty purposes and requires unit pricing in addition to the cost proposal. The jail is a secure facility, so workers, tools, equipment, and materials will be subject to enhanced security measures, including a K-9 unit. The procurement uses technical qualifications and a separate cost proposal, weighted 80% and 20%, respectively. Required response materials include the specified exhibits, cover letter, scored qualifications responses, addenda, business license, insurance certificate, professional licenses or certifications, a bondability letter, and the separate cost proposal. Four hard-copy bid sets and one USB drive with separate technical and cost folders are required.
