Description
DeKalb County is seeking a qualified planning consultant or firm to update the approximately 1,900-acre Candler Road–Flat Shoals Parkway Livable Centers Initiative master plan in unincorporated Decatur, Georgia. The work includes existing-conditions and market analysis; land-use, zoning, housing, economic-development, transportation, sustainability, and placemaking strategies; multimodal connectivity and safety recommendations; and implementation planning related to redevelopment opportunities, including South DeKalb Mall and the South DeKalb transit hub. The consultant must conduct extensive public and stakeholder engagement, including advisory committee coordination, public meetings, focus groups, surveys, and community-based organization outreach. Deliverables include draft and final master plan documents, a public involvement plan, meeting summaries, market and transportation analyses, concept plans and renderings, implementation schedules, cost estimates, and editable source files in addition to searchable PDFs. The total budget may not exceed $250,000. The project is expected to commence within 10 calendar days after written notice to proceed and be completed by October 2028.
