Description
DeKalb County is soliciting sealed bids from a qualified firm to process and recover residential and commercial single-stream recyclable materials collected through its sanitation program. Materials may include plastics, mixed paper, cardboard, aluminum, steel, and other metals. The contractor must own or have access to a state-permitted materials recovery facility capable of accepting and processing the materials, or provide an approach for collecting or receiving the materials and transporting them to such a facility. The County may use either an arrangement under which it delivers materials to the contractor's facility or one under which the contractor collects materials from the County's transfer stations. The contractor must provide all required labor, equipment, processing, recovery, transportation when applicable, weighing and ticketing, and reporting. The program processes approximately 1,200 tons monthly and serves more than 170,000 households and 7,000 commercial accounts. The contract is an indefinite-quantity arrangement with no guaranteed minimum quantity; the County will receive 50% of proceeds generated from recovered materials. Bidders must meet the 20% Local Small Business Enterprise participation benchmark or document good-faith efforts. The response deadline is October 9, 2026, at 3:00 p.m. Eastern Time.
