Description
The Department of Veterans Affairs is soliciting multiple single-award, firm-fixed-price IDIQ contracts for FDA-cleared electro-therapeutic pain-management products. The scope includes portable TENS devices, portable interferential current devices, thermal and non-thermal short-wave diathermy devices, portable neuromodulation devices for headache disorders, and associated electrodes, lead wires, chargers, garment-based applicators, and other accessories. Products must be OEM-new, FDA-cleared or otherwise authorized, independently operable without subscriptions or smart-device applications, appropriately labeled and serialized, supplied with required accessories and English instructions, and covered by a one-year warranty. Offerors must provide pricing, technical capability documentation, product literature, FDA clearance documentation, applicable OEM authorization letters, three past-performance documents, completed solicitation attachments, and product samples for each proposed CLIN/SLIN. Products must be delivered within 30 calendar days of order receipt. The procurement uses tiered evaluation prioritizing SDVOSBs, VOSBs, other small businesses, and then other-than-small businesses; CLINs X001 through X004 use LPTA procedures, while CLIN X005 uses a best-value tradeoff.
