Description
The U.S. Department of Agriculture’s Agricultural Research Service is seeking a contractor to provide a comprehensive service agreement for a Bruker 500 MHz UltraShield NMR instrument with CryoPlatform at the U.S. Dairy Forage Research Center. The scope includes unlimited remote desktop support, remote monitoring, magnet recovery and replacement if necessary, Topspin software and firmware updates, replacement-computer installation, priority on-site response within fewer than three days, planned maintenance, operation qualification, helium refills associated with magnet recovery or replacement, wear-and-tear parts, and all repair labor and parts. At least one NMR-qualified technician is required, and planned-maintenance travel to Madison must be included. The requirement is unrestricted and will be evaluated using a lowest-price technically acceptable approach, with past performance evaluated on a go/no-go basis. Quotations must include firm-fixed pricing for the base and option periods, a completed SF-1449, the vendor’s UEI, two to three recent relevant past-performance projects, and a capability statement with technical documentation demonstrating compliance with all performance elements. The anticipated contract consists of one one-year base period and two one-year option periods, for a total duration not exceeding three years.
