Description
Jefferson County Emergency Management is soliciting proposals from qualified consultants to develop a countywide Flood Mitigation Master Plan. The work includes reviewing flood mitigation and buyout-related parcel records; compiling acquisition, grant, deed, cost, and property-status information; preparing parcel and flood-problem maps; assessing recurring flood areas, watersheds, drainage, floodplain, erosion, and hydrologic conditions; and using HEC-HMS and HEC-RAS models with historical flood data, stream gauges, and LiDAR topography to assess flood risk and watershed processes. The consultant must develop and prioritize planning-level mitigation concepts and projects, including structural, nonstructural, nature-based, restoration, drainage, flood-storage, acquisition, and open-space strategies. Deliverables include a work plan, records review, parcel inventory and summaries, GIS data and maps, flood-risk and watershed assessments, mitigation and priority project lists, an implementation roadmap, draft and final master plans, and presentation materials if requested. The scope is limited to assessment, planning, prioritization, and project scoping; final engineering design, permitting, and construction are excluded. The maximum contract amount is $60,000, and all work must be completed by January 31, 2028.
