Description
The Kentucky State Police is seeking contractors to provide drug and alcohol testing services for employees and applicants, including random, preemployment, reasonable-suspicion, post-accident, and post-incident testing. The scope includes urine and blood specimen collection, ten-panel drug testing with confirmation of positive results by gas chromatography/mass spectrometry, anabolic steroid testing, specimen storage, split-specimen handling, chain-of-custody documentation, and reporting. The contractor must maintain a network of collection sites within 60 minutes of Kentucky State Police post locations, provide collection supplies and trained personnel, maintain qualifying laboratory and CLIA accreditation, provide a licensed Medical Review Officer and board-certified toxicologist, transmit results by email, landline, and online portal, and support applicable legal and disciplinary proceedings. Proposals require separate technical, cost, and proprietary-information submissions, with pricing provided only in the cost proposal. The initial contract term is anticipated to run from October 1, 2026, through June 30, 2028, with up to two additional two-year renewal periods.
