Description
The City of University Place is soliciting Statements of Qualifications from consulting firms to provide on-call materials testing during the construction phase of the 70th Avenue Improvements Phase 2 and 40th Street Project. Testing services will cover subgrade, concrete, and asphalt for roadway improvements that include curb, gutter, sidewalks, landscaped buffers, bike lanes, street lighting, pedestrian crossing beacons, pavement markings, pedestrian and bicycle amenities, and accessibility ramps and landings. The contract will be a negotiated hourly-rate purchased service agreement, and the selected consultant is expected to be available during the anticipated construction period from November 16, 2026, through June 15, 2027. The city will not use the selected firm for other project phases. Statements of Qualifications will be evaluated based on personnel qualifications, firm experience with testing and inspection, schedule availability, project approach, familiarity with applicable codes and WSDOT/FHWA standards, and past performance or references. Electronic submissions must be PDF files; in-person or certified-mail submissions require four copies.
