Description
The City of Madison Parks is seeking information—not bids or proposals—from qualified firms regarding the potential development and operation of a year-round, multi-sport athletic complex at Northeast Park. The concept may include indoor and outdoor fields and courts capable of supporting residents and regional tournaments, along with related amenities such as parking, shelters, an amphitheater, bike facilities, lodging, housing, restaurants, or other revenue-generating uses. Respondents may propose full or partial concepts and may submit jointly with organizations providing development, operations, financing, or sports-strategy capabilities. The City is exploring public-private partnership models that would provide expanded recreational access while requiring limited or no City capital or operating investment and no increase to the City's tax levy. Responses must address the proposed development and operating model, capital and operating funding sources and uses, legal and operational framework, capital structure, public-private risk allocation, City involvement, performance metrics, and how the minimum and desired project outcomes would be met. Responses are limited to 10 pages, excluding resumes, and must be submitted with the required vendor profile form.
