Description
Dane County is soliciting proposals for specialized Renewable Fuel Standard (RFS) reporting, compliance, quality assurance, and consulting services supporting its renewable natural gas processing plant and offload station. The selected consultant will advise on federal, state, and local requirements; provide technical and regulatory support; assist with audits and EPA correspondence; complete annual attestations; and prepare, review, and submit required RFS reports and compliance deliverables to the U.S. Environmental Protection Agency. The scope also includes annual staff training, market forecasts, EPA Moderated Transaction System access or an RIN-management platform for at least three County staff, monthly biogas token/RIN generation reviews, regulatory documentation support, and as-needed consulting such as eRIN pathway evaluations and Low Carbon Fuel Standard or Oregon Clean Fuels Program consultation. Proposers must demonstrate relevant RFS/RNG experience, identify at least three similar projects and references, provide qualified personnel including access to a registered Professional Engineer, and describe their quality-assurance approach and EMTS-connected platform. Pricing includes fixed fees for recurring services, hourly rates for additional services, and percentage increases for future terms.
