Description
The University of Wisconsin System, through its Purchasing Services Department and on behalf of the Universities of Wisconsin, is seeking bids for physical and virtual single-load, non-reloadable prepaid cards with no overdraft or credit features. The solution must support direct mailing of physical cards, secure and immediate virtual-card delivery, at least one year of fund availability from redemption, cardholder helpline support, web and mobile access to balances and transaction history, and an online ordering and account-management portal. The University estimates approximately 1,400 cards and $70,000 in annual loaded funds, with about 10% of cards expected to be virtual; participating institutions will order independently and volumes may vary. Mandatory requirements include CFPB-compliant fee disclosures; disclosure of all applicable fees; secure daily SFTP or API data feeds; FERPA protections and support; PCI DSS v4.0.1 compliance; SOC 2 Type II or ISO/IEC 27001:2022 certification; AES-256 encryption at rest; TLS 1.2 or higher in transit; security testing and remediation; 24/7 fraud and dispute support; and documented incident-response and business-continuity/disaster-recovery programs. Bidders must have provided the requested products or services for at least five years and must be the original manufacturer, an authorized distributor, or a manufacturer-authorized dealer. Required response materials include the Vendor Information Form, cost sheet, three-client reference list, required sourcing-module responses, and a detailed warranty and service-level-agreement submittal. The contract is intended to run through August 31, 2027, with four additional one-year renewal terms.
