Description
Valley Metro is soliciting an independent inspection firm to provide Federal Transit Administration Buy America compliance services for heavy-duty transit bus procurements. The scope includes pre-award Buy America audits, resident inspection during vehicle manufacturing, first-article inspections, final acceptance inspections, and post-delivery audits under 49 U.S.C. Chapter 53, 49 CFR Parts 661 and 663, and applicable FTA guidance. The contractor must review manufacturer certifications, domestic-content documentation, final assembly, production and quality records, testing, corrective actions, and vehicle compliance. Required deliverables include audit and inspection reports, weekly and monthly progress reports, deficiency and corrective-action logs, Buy America certification documentation, and final inspection summaries. The solicitation anticipates bus deliveries from 2028 through 2034 and requires experience with FTA Buy America audits and at least two heavy-duty transit bus manufacturers. The contract term is seven years, with resident inspection required for bus orders exceeding ten vehicles.
