Description
The Napa Valley Transportation Authority is seeking a professional services consultant to develop the South Napa County Station Area Plan. The project will identify and evaluate potential locations for a future multimodal passenger rail station serving southern Napa County, integrate the preferred site with existing and planned land uses, assess multimodal access needs, and establish an implementation roadmap for future development and investment. The work builds on prior passenger rail feasibility studies and coordinates with regional and local transportation and land-use initiatives. The scope includes project management, existing-conditions review, comparative station-site evaluation, multimodal access and station-requirements analysis, high-level capital-cost and funding strategy development, performance metrics, public and stakeholder engagement, outreach materials, community and stakeholder input documentation, and preparation of draft and final station area plans and appendices in ADA-accessible, print-ready format. The consultant will also prepare board and council presentation materials and coordinate with NVTA, public agencies, landowners, community organizations, residents, businesses, and regional transportation partners. The solicitation includes technical and cost proposals, required forms, relevant experience and references, staffing information, work plan, and licensing or authorization documentation.
