Description
Orange County Power Authority is soliciting proposals for 0.53 MW of new, in-front-of-the-meter, RPS-eligible renewable generation projects in Southern California Edison’s service territory. Eligible proposals may include solar PV alone or solar PV combined with battery energy storage, including co-located or portfolio sites, and must be within five miles of eligible disadvantaged community census tracts. Projects must be new-build, use a CAISO PNode with two years of historical data, and achieve commercial operation by December 31, 2030. Rule 21 projects are not eligible unless they can transition to the required WDAT pathway before commercial operation; projects must participate in the CAISO wholesale market. Full Capacity Deliverability Status is preferred, while Energy Only is accepted. The solicitation contemplates 15- or 20-year power purchase agreements with flat, non-escalating pricing. Solar proposals require fixed $/MWh pricing; projects including storage must also provide a $/kW-month storage price. Proposers must submit project, interconnection, permitting, financing, environmental, workforce, community-benefit, supplier-diversity, and development-risk information. Prevailing wages are mandatory for all construction tiers, and evaluation considers price, project viability, experience, location, workforce development, community benefits, and environmental stewardship. The Q&A confirms that battery capacity counts toward the project’s maximum size and that aggregated sites must comply with the solicitation’s capacity limits.
