Description
The Maine Public Utilities Commission is soliciting proposals for the sale of energy from consumer-owned projects serving low-income and moderate-income customers under 35-A M.R.S. § 3210-L. Eligible projects must generally be 200 kW or less, serve qualifying customers, be wholly customer- or cooperative-owned, provide bill discounts or payments, and connect to an investor-owned transmission and distribution utility in Maine. Each proposal must include project, bidder, pricing, eligibility, contract-term, and proposed-start-date information. Required supporting materials include the proposal affidavit, the affidavit concerning service to low- and moderate-income customers, the 3210-L Procurement Proposal Information Form, and the completed 8760 hourly generation template. Separate 3210-L information sheets are required for each project and any alternatives, and the forms must be submitted in Excel format where specified.
