Description
The Town of Ulysses is soliciting proposals for a turnkey, ground-mounted solar photovoltaic energy system at the Town Barn. The selected contractor will provide system design and engineering, equipment procurement, permitting and utility interconnection support, site preparation, grading, installation, startup, testing, monitoring, personnel orientation, and a two-year comprehensive warranty. The proposed system should target approximately 44.5 kW DC nominal capacity and 45,852 kWh of annual generation, using either fixed-tilt or single-axis mounting, while complying with applicable zoning, NYSERDA, NY-Sun, utility, and prevailing-wage requirements. The procurement is phased: Phase 1 covers design and the NYSEG interconnection application, and Phase 2 covers purchase, installation, and startup. Proposals must include an executive summary, technical proposal, qualifications and three similar municipal-project references, detailed budget and payment schedule, incentive projections, interconnection-fee estimate, project schedule, warranties, and operations and maintenance provisions. The Town expects the project cost to remain within $100,000 in grant funding; projects exceeding the stated $100,000 threshold require a performance bond. A 10% retainage applies in lieu of a performance bond below that threshold.
