Description
The Delaware Army National Guard is soliciting a single prime contractor to construct an electrical microgrid supporting the Biden Headquarters, Army Aviation Support Facility, AASF Cold Storage Building, AASF Fire Pump House, and Duncan Readiness Center. The scope includes a 700 kW/1,200 kWh battery energy storage system with power conversion equipment, two 450 kW natural-gas generators, photovoltaic solar, transformers, switchgear, a switchgear enclosure, load bank, grounding, lighting, and related foundations and site work. The work also includes medium-voltage distribution, duct banks, fiber-optic and telecommunications infrastructure, SCADA and microgrid controls, natural-gas piping, cybersecurity configuration, utility interconnection work, and associated civil, structural, mechanical, electrical, and communications construction. Components must be made in America, with certification required during submittals. Prevailing-wage, subcontractor-listing, drug-testing, craft-training, security, bid-security, insurance, and bonding requirements apply.
