Description
The Illinois Power Agency is conducting the Fall 2026 Indexed Renewable Energy Credits RFP for new utility-scale wind, new utility-scale solar, brownfield site photovoltaic, and new or modernized or retooled hydropower projects. Projects must satisfy technology, size, location, energization, interconnection, site-control, equity, labor, and other qualification requirements. Brownfield projects must be located in Illinois and entirely contained within the brownfield site; other projects may qualify in Illinois, an adjacent state meeting applicable public-interest criteria, or certain projects connected through qualifying high-voltage direct-current transmission. Each project requires a separate two-part proposal. Part 1 is submitted through the online Part 1 Form during the Part 1 Window and addresses the qualification standards under the RFP Rules. Section 1 requires bidders to identify relevant seller officers, bidder representatives, and contributors. Confidentiality certifications are required with the Part 2 Proposal. Part 1 Proposals are due by 12:00 p.m. Central Time on October 16, 2026. Bidders must register for an account to access the online qualification form, and only one account will be issued per company.
