Description
The Florida Department of Commerce is seeking a qualified fiscal administrator to oversee the Resiliency Loan Fund: Hurricane Irma Resiliency Program and the Evergreen Loan Fund. The contractor will administer loans to eligible Florida small businesses, including processing applications, obtaining credit reports, conducting environmental reviews, preparing underwriting risk assessments and loan write-ups, and convening Loan Administration Boards to approve or deny applications. The scope also includes loan closing and disbursement, repayment processing, loan servicing, recordkeeping, monthly and quarterly reporting, monitoring delinquencies and bankruptcies, and maintaining complete loan files. The contractor must be a Community Development Corporation, Community Development Financial Institution, or nonprofit organization. The anticipated contract period is approximately 120 months for each fund, beginning December 2026, with renewal and extension provisions. Two contracts are anticipated, and the solicitation requires sealed paper and electronic proposal submissions with separate technical and cost proposals.
