The South Carolina Education Lottery (SCEL) is soliciting proposals from qualified, full-service, FDIC-insured financial institutions to provide comprehensive banking services. The selected institution will handle the Lottery's banking needs as detailed in the solicitation requirements. A non-mandatory pre-proposal conference is scheduled for August 21, 2026 at 10:00 AM. Interested parties must email Ashley Kennedy-Shell by 12:00 PM on August 20, 2026 to receive log-in instructions for the virtual conference.
