Description
The Nevada Department of Employment, Training and Rehabilitation, through Vocational Rehabilitation and the Nevada Purchasing Division, is soliciting proposals for a statewide Client Payment Card Program. The selected vendor will replace manual paper-based voucher and check processes with a secure digital payment card solution for preapproved Workforce and Vocational Rehabilitation purchases. The scope includes branded prepaid cards, staff and cardholder portals, card issuance and funding, transaction controls, merchant and item-level restrictions, fraud prevention, reporting, reconciliation, integrations with multiple case-management systems, implementation, training, customer service, and post-implementation support. The solution must support statewide card issuance, including on-site issuance, personalized and urgent virtual or anonymous cards, secure data exchange, PCI DSS and NIST SP 800-53 Moderate-aligned controls, U.S.-based data storage, encryption, accessibility compliance, and administrative access restricted to the State network. Cardholder support must include 24/7 phone support, multilingual service in at least English and Spanish, accessible communication options, and defined incident-response targets. The State estimates approximately 12,232 or more annual Workforce transactions and 5,000 to 10,000 or more annual Vocational Rehabilitation transactions. The initial contract term is four years, with two optional one-year renewals. The State will award one contract.
