Description
The Loxahatchee River Environmental Control District is soliciting proposals for a secure, multi-channel payment processing solution for approximately 33,500 utility customers. Required capabilities include an administrative portal; mobile-friendly web and guest payments; recurring and installment payments; interactive voice response telephone payments; a tap-to-pay counter device; multi-account and multi-method payments; transaction adjustments with audit trails; reporting and reconciliation; configurable payment limits; and integration with the Edmunds GovTech MCSJ payment import process. The solution must maintain PCI DSS Level 1 Service Provider validation, comply with NACHA rules, support WCAG 2.1 Level AA accessibility, use validated point-to-point encryption for the counter device, and store and process District data within the United States. The contractor will support payment-token migration, implementation, training, customer support, disaster recovery, security, and transition services. Proposals must address functionality, cybersecurity, implementation, third parties, key personnel, pricing, and the District's required forms and exhibits.
