Description
The University of Missouri System is seeking proposals for the furnishing and delivery of a payables program and merchant services. Respondents may propose merchant services, the payables program, or both, and the University may make one or multiple awards. Merchant services must support card-present and card-not-present transactions, online and e-commerce payments, mobile applications, recurring billing, virtual terminals, payment terminals, P2PE options, turnkey installation, training, support, fraud prevention, PCI DSS compliance, reconciliation, reporting, chargeback management, and integration with current PeopleSoft and future ERP environments. The payables program must support physical and virtual commercial cards, SUA supplier payments, ACH and other electronic payment methods, supplier enrollment, supplier portals, payment optimization, automated reconciliation and reporting, secure data exchange, card controls, fraud and liability protection, and integration with PeopleSoft and future Oracle Fusion or Workday environments. The proposal package is limited to 25 pages, excluding required University forms and specifically requested materials. The solicitation materials also identify security, data protection, financial, reporting, and integration documentation requirements.
