Description

The Sacramento Housing and Redevelopment Agency is seeking one qualified financial institution to provide comprehensive banking, cash management, treasury, depository, and investment services supporting public funds across its housing programs. Required capabilities include account administration, interest-bearing deposits, electronic banking, ACH, EFT and wire services, rent collection, remote deposits, fraud prevention, reporting, reconciliation, cash forecasting, and integration with Yardi and related systems through BAI2 or comparable files and secure SFTP delivery. The selected institution must be financially stable, FDIC-insured, a qualified public depository, capable of fully collateralizing deposits exceeding FDIC coverage, and able to comply with applicable HUD requirements, including execution of HUD Form 51999 for applicable accounts. The proposal must address institutional qualifications and financial strength, local staffing, required and value-added banking services, implementation, public-entity references, compliance, pricing, and supporting financial and treasury-management materials. The contract term is five years with no renewal option. Proposals must be submitted through OpenGov, and pricing must be kept separate from the technical proposal. Subcontracting is generally prohibited, subject to limited Agency approval for incidental work outside the contractor’s license type.
