Cuyahoga County is soliciting a single prime general contractor for comprehensive roof and water-intrusion improvements at the Justice Center Complex. The work covers the Atrium, Jail I, and Jail II roofs and includes atrium skylight and patio repairs, replacement of glazing panels, caulking and sealants, new flashing, removal of existing roofing, temporary roofing, tapered insulation, adhered cover board, torch-applied modified-bitumen base and cap sheets, two-ply flashing, metal edge, reglet counterflashings, expansion joints, walk paths, and drain-basket repairs. The contractor must coordinate work in an occupied justice facility, comply with site-security and background-check requirements, provide a full-time qualified superintendent, and manage permits, deliveries, safety, cleanup, and subcontractor coordination. The completed roofing system must include a 30-year leak-free warranty and a three-year workmanship warranty. The anticipated notice to proceed is December 2, 2026; construction completion is required by March 3, 2028, with 457 calendar days specified for completion from receipt of the notice to proceed.
