Description
The City of Cleveland Department of Public Works is seeking a temporary employment services provider to recruit, interview, screen, hire, place, and administer seasonal employees for three job categories: Project Clean workers, park maintenance aides, and seasonal supervisors. The estimated staffing need is up to 100 Project Clean workers from April through September, up to 200 park maintenance aides from April through November, and up to 100 seasonal supervisors from March through November. Duties include outdoor cleanup, debris and litter removal, landscaping, tree and vegetation maintenance, athletic-field and cemetery maintenance, equipment operation, crew supervision, transportation, and work documentation. The provider must conduct required drug screening and applicable background, income-eligibility, fingerprinting, and driver's-license checks; manage payroll, employee discipline, replacements, evaluations, and on-site monitoring; comply with City policies and employment requirements; and provide hourly fee proposals, including separate drug-screening pricing and background-check fees. The proposal must address recruitment, screening, operations, management, qualifications, past client references, billing rates, required City and equal-opportunity forms, insurance documentation, and a resident-hiring goal of at least 40 percent for newly hired personnel.
