Description
The City of Cleveland is offering approximately 166 Land Bank parcels in Ward 7 for redevelopment through multi- and single-family residential site assembly and infill. Respondents may propose development for selected parcels and must submit a separate competitive purchase bid at or above the Cleveland Land Bank fair market value. Community gardens and other nature-based solutions are also eligible when supported by a letter of intent and an identified nonprofit sponsor. Proposals are evaluated on the development concept, alignment with project goals, development qualifications, technical approach, financial qualifications, and bid value. The submission requires a profile and executive summary, development qualifications with at least two comparable completed projects and three references, a technical proposal with site or floor plans, conceptual renderings, and an implementation schedule, financial qualifications including proof of funds and financial and tax standing, and a separate bid. MBE, FSB, and CSB participation and Cleveland resident hiring are mandatory when Community Benefits Agreement requirements are triggered; sustainability and community-oriented approaches are preferred.
