Description
The City of Cleveland's North Coast Connector is a proposed progressive design-build infrastructure project connecting downtown Cleveland with the Lake Erie waterfront. The first construction package includes converting State Route 2 from a limited-access freeway to a lower-speed boulevard between approximately West 9th Street and east of East 9th Street; constructing a land bridge over railroad tracks and the Shoreway; improving the W. 3rd Street Bridge; providing dedicated Port access; and performing demolition, retaining-wall, sidewalk, multi-use path, and related infrastructure work. The project is advancing through multiple phases. The City is coordinating environmental approval, utility relocations, right-of-way parcels, permits, and a financial plan that includes FHWA funding. The City anticipates using a progressive design-build procurement model, subject to change. Qualified prime contractors with relevant comparable design-build experience may request one-on-one meetings with the City; the industry forum and meetings are encouraged but are not prerequisites for participating in the procurement process.
