Description
The U.S. Army Combat Capabilities Development Command - Chemical Biological Center (DEVCOM CBC), on behalf of the Office of the Secretary of Defense and the Army Contracting Command - Rock Island, is issuing a competitive Cornerstone Initiative Request (CIR) for the JMTC Flexible Foundry. This effort requires a comprehensive, fully executable design for an approximately 56,000-square-foot expansion and renovation to an existing foundry facility. The design will serve as the blueprint for a modernized, consolidated foundry, integrating disparate workflows and providing space for new capabilities. The scope includes robust site and utility upgrades, mechanical, electrical, and plumbing enhancements, and complex site preparation across a 2.6-acre area. The design must also address environmental and safety compliance, including stormwater and air emissions permitting, potential soil contamination remediation, and mitigation of Munitions and Explosives of Concern (MEC). Additionally, the facility design must incorporate new covered loading ramps, loading docks, and high-capacity overhead doors. This is a prototype design effort with a 12-month period of performance, with the potential for a non-competitive follow-on production Other Transaction Agreement (OTA). The CIR is restricted to Cornerstone consortium members. Entities must have begun the membership process and be a signed Cornerstone consortium member to be awarded this OTA task. The estimated closing date is 30 calendar days after issuance, on or after June 18, 2026.
