Description
The City of Elgin is soliciting proposals for the design of a Police Promotional Sergeant Assessment. This Request for Proposal (RFP) outlines the minimum requirements for the assessment, which will be used to evaluate candidates for promotion to Police Sergeant. The selected vendor will be responsible for designing the assessment, including developing written examinations based on department policy and procedures, creating assessment center exercises, and selecting qualified assessors. The process will involve meetings with the Chief of Police to review duties and potential test questions, and the vendor will be responsible for administering written tests, scoring them using computerized methods, and handling candidate appeals. The vendor will also administer an assessment center with a minimum of three exercises, videotape all exercises for documentation and candidate review, and provide a final report to the Board of Fire and Police Commissioners. The vendor must have at least three years of experience, provide a minimum of three references from government agencies for similar work, and submit resumes for key personnel. Proposals must be submitted electronically through the City of Elgin's web portal by July 9, 2026, at 3:00 PM CT. Several required documents, including a Bidder's Employee Utilization Form, Certification Requirements, a Sexual Harassment Form, and References, must be submitted with the proposal.
