Description
This Sources Sought Notice is for market research to identify potential small businesses capable of performing Architect-Engineer (A-E) services for Joint Base Langley-Eustis (JBLE). The scope includes Title I (Design Services) and Title II (Construction Support Services). Services encompass developing documentation for conceptual solutions, design criteria, environmental assessments, economic analyses, detailed cost estimates, construction drawings, specifications, and other necessary documents for maintenance, repair, and construction projects. The area of work includes Joint Base Langley-Eustis, with specific locations at Fort Eustis, VA; Langley Air Force Base, VA; Virginia Beach, VA (203 Red Horse Squadron); and Sandston, VA (200 Weather Squadron). The anticipated contract structure involves Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed price (FFP) contracts. For Architectural Services (NAICS 541310, $12.5M size standard), three IDIQ FFP contracts are planned with a 5-year base ordering period and three 1-year options. Similarly, for Engineering Services (NAICS 541330, $25.5M size standard), three IDIQ FFP contracts are anticipated with the same ordering period structure.
