Description
The US Army Corps of Engineers (USACE), Louisville District, is conducting market research to identify potential parties interested in and capable of performing dive support services at Olmsted Lock and Dam, located in Olmsted, Illinois. This requirement may be set aside for small businesses or procured through full and open competition based on market research responses. The scope of work includes providing all necessary labor, equipment, and materials for dive support services. The primary task involves diving the upstream side of the 1,400-foot Wicket Trench prior to raising the dam. This includes the inspection and removal of debris such as silt, rubble, and trees within the trench to ensure the safe and proper function of the wicket raising mechanism. Diving operations will occur in constant river velocities up to 5 feet per second with limited visibility. The base work is expected to include up to three separate dive inspection and cleaning cycles per year, each lasting approximately 2-3 days, plus mobilization. The Government also intends to include pricing for up to five optional dives per year for emergent needs. USACE will provide floating plant (dive barge), load handling equipment support, and access to onsite facilities and utilities. The diving contractor will be responsible for project management, supervision, a 5-person dive team, all necessary certified and inspected dive equipment, storage, ladders, and rigging. All diving operations must comply with the USACE Safety and Health Requirements Manual, EM 385-1-1.
